A Warren County woman who endured the loss of her son and fiancée when they were hit by a motorcycle in the the town of Lake George was honored for her courage as Warren County leaders honored crime victims and those who help them on Monday, April 22, 2024.
Jasmine Luellen received the Warren County District Attorney’s Office’s “Courage Award” during a ceremony commemorating National Crime Victims’ Rights Week. Her son, 8-year-old Quinton Delgadillo, and her 38-year-old fiancée, Jamie Persons, were killed on June 12, 2022 by an intoxicated motorcyclist driving recklessly in the Town of Lake George.
The defendant, who is now serving a sentence of 15-years-to-life in NY state prison, was driving under the combined influence of alcohol and marijuana when he left the roadway at a high rate of speed and traveled onto Warren County Bikeway and struck the victims. Jasmine was able to safeguard her infant son as the crash occurred, and aided in the prosecution of the man who caused the fatalities.
Jasmine was honored as the Warren County District Attorney’s Office held its annual ceremony in observance of National Crime Victims’ Rights Week, April 21-27, 2024. The ceremony at Lake George Elementary School included recognition for victims as well as law enforcement personnel, first responders, medical professionals and civilians who assisted them in their times of need and later provided assistance during prosecution.
The District Attorney’s Office honored several units from the New York State Police, the Warren County Sheriff’s Office, staff from numerous rescue squads and medical professionals who assisted victims in the motorcycle crash case as well as a 2021 burglary and sexual assault case in Warrensburg.
In the latter case, a Nebraska man brutally attacked an elderly woman in her home, then fled to commit more crimes in Vermont and New Hampshire before he was apprehended.
In addition to Monday’s ceremony, bricks engraved with the names of local crime victims will be added to the Warren County Crime Victims Memorial, which was created in 2020. It is expected to be relocated to a new location at Warren County Municipal Center.
The 2024 National Crime Victims’ Rights Week theme is “How would you help?” and it asks everyone —friends, family members, neighbors, colleagues, community leaders, victim service providers, criminal justice practitioners, and health professionals—how they can help crime victims.
District Attorney Carusone said: “No one chooses to be a victim of crime, but when crime occurs we need to do all we can to support them. We are fortunate to have many dedicated people working here in Warren County who are unwavering in their assistance to those who have been victimized. They step up day after day.”
The ceremony was attended by members of the Warren County District Attorney’s Office, victims of crime and their loved ones, victim service providers, members of the Warren County Sheriff’s Office and the New York State Police. Also present were Lake George Elementary school staff, several first responders from local agencies, members of the Warren County Board of Supervisors, local judiciary, and representatives for State Sen. Dan Stec and Assemblyman Matt Simpson.
Kevin Geraghty, Chairman of the Warren County Board of Supervisors, read a proclamation passed by the Board of Supervisors on Friday, April 19, 2024, thanking those who assist victims of crime for their difficult work and proclaiming this week National Crime Victims’ Rights Week in Warren County.
National Crime Victims’ Rights Week has been celebrated annually since 1981. The observance is dedicated to education about victimization, the effect victimization has on individuals, families, friends and the community, and to promote laws, policies, and programs to help victims of crime.
