DMV office to close for statewide technology upgrade and staff training Feb. 13-17

The Department of Motor Vehicles office in Warren County, along with all Department of Motor Vehicles offices in New York State, will undergo a large-scale system upgrade next month that will require the DMV office to be closed and/or operate with altered business hours for several days in mid-February.

In February, New York State DMV is implementing the initial phase of a multi-year project to replace and modernize its aging technology systems, some of which are over 50 years old. To bring the first part of the new system online, New York State is ceasing all DMV operations-- including online and phone system -- starting at 2 p.m. on Friday, February 13, 2026.

Updated Training and Closure Schedule

Due to the announced statewide closure on February 13, Warren County DMV has decided to move its previously scheduled staff training day from Thursday, February 12, to Friday, February 13.  

So Warren County DMV hours will be as follows:

  • Thursday, February 12: The Warren County DMV office will be OPEN for a full day of business (8:15 a.m. – 4 p.m.)

  • Friday, February 13: The office will be CLOSED all day for staff training and to accommodate the 2 p.m. statewide system shutdown.

  • The Warren County office will remain closed Monday, February 16, for the Presidents’ Day holiday, and Tuesday, February 17, for continued system migration. The DMV staff plans to reopen to the public at 12 p.m. on Wednesday, February 18, providing the final go-ahead is received from NY State DMV leadership.

During this time, NYS DMV will migrate approximately 30 million records to a new, secure platform provided by FAST Enterprises, LLC. No DMV transactions can be completed in New York during this period, even through the state website.

Warren County Clerk Carrie L. Black said: “This transition to a state-of-the-art system will replace outdated software that dates back decades, allowing our staff to serve Warren County residents more efficiently. We ask for the public’s patience as we adjust to this new platform in the days following the launch.”

About the DMV system upgrade

New York State DMV has contracted with software company FAST Enterprises, LLC, which has implemented similar systems in more than 20 other states, to help NYS DMV modernize its technology platforms and service delivery in two major stages over the next two years. The new technology will replace and consolidate a significant portion of DMV’s legacy technology, some of which are over 50 years old. The goal of this initiative is to make the DMV more secure, stable, and agile and to provide DMV customers with more efficient, secure, and convenient services.
